Of note, the dredging of the harbor this fall cost a bit over $6000. One thousand dollars will come from the Waterfront Account for 2018. The balance will come from the Waterfront Savings Account.

Scott Ivers has not responded to the written offer of a discount to settle his account. Dave Douglas agreed to call and talk to him. Dave will report back to Jeff with the results of the conversation.

Road Commissioner’s Report was discussed. Paving of the bottom of the Overlook Road will occur this spring.

Waterfront Report: all is quiet.

Other Business:

It was decided to put the Boat Slip Reservation form on the website.

It was discussed to put something about percentage of non-paying accounts in the E-blast.

November 2018 HOLA Board Minutes

Millie H. called the meeting to order at 1 PM. A new board contact sheet was distributed.

Sec. Minutes from September were reviewed. No corrections. MSP unanimously to approve the minutes.

Treasurer’s Report was reviewed and discussed. MSP unanimously to approve.

Scott Ivers old bill was discussed. It was proposed to offer him a compromise to “clear the books on this”. (See attached letter for specifics.) This was approved by 12 with 1 opposed.

Road Comm. report was reviewed. Ana Wetherill asked that reflectors be put at the base of HOLA roads and Rte. 4 to make nighttime driving easier. There is an old axle at the intersection of Marion Dr. Ext and the Lynn Way. It was left there by Paul Ellis over 25 years ago. The Road Commissioner will have it removed and send Paul the bill. The problem of the trucks tearing up the bottom of the Overlook Road was discussed. Dave Arthurs received a less expensive quote to tar 350 ft. from Rte. 4 up Overlook Road from Fine Line Paving and a good reference on them. It was unanimously approved to proceed with this project. There is money from road savings to do this.

Waterfront Comm. report was discussed. We need new swim lines next year and a new ladder for the float. Dredging of the boat harbor was done for $6,019. It was noted that Burgess drove over the newly seeded loam. ME Maroney will speak to them about fixing it.

Millie called the meeting to order at 9 AM. We welcomed new board member Brittany DiPompo. There was a discussion of a proper thank you for John Clark’s many year of service as HOLA Secretary. He will be missed.

Secretary’s Minutes (appended) of the last meeting were unanimously approved without changes.

Treasurer’s Report (appended) was presented by Jeff Zapolsky. After a short discussion it was unanimously approved.

The Road Comm. Report (appended) was presented by Dave Arthurs. Basically our road budget is on target. We have sufficient emergency funds and some grading is scheduled for early September.  We put down a lot of calcium this year and it really helped to keep the dust down. There was some discussion of how to address the steep and easily torn up entrance road to the Overlook.

Waterfront Report (appended) was presented by Mary-Ellen Maroney. She informed us that the new neighbor on the waterfront will be putting up a fence to keep the geese out. The Waterfront Committee did a wonderful job cleaning out the brush and lower tree branches along the waterfront to improve the view. There is a new charcoal grill there and the old fireplace will be dismantled. All the boats and kayak/canoes should be removed from the harbor area by October 1st. In early October the docks will be pulled in and we have DEP approval to dredge the harbor. That will be done by M&H as soon as the water is low. Moorings for the swim area will be moved further out next summer and the swim lines will be replaced.

Nominating Comm. Report (appended) was presented by Mary Ellen Simon. Larry Malone from the Overlook has agreed to be nominated for the Board and Brittany DiPompo, Anne Crump, Carol Hoffmann and Ed Zambraski have all agreed to continue to serve until 2021.

Assessors’ Report was presented by Ed Zambraski. Dues will remain the same again this year: Road Fees: $210 for a vacant lot and $463 for a lot with a house. FYI the road fees have not changed in 10 years.

Views and Tree Cutting was discussed by Ed Zambraski. He said only 14 people showed interest in having trees cut. They will each be sent a letter with the names and lots of other owners wanting tree cutting and the names of businesses with good references. A copy of this is appended to these minutes.

Informational:The Barn is owned by the Congo Church and they have new sign up procedures and fees for the use of the building.

July 14, 2018

Minutes

The minutes of the May Board meeting were approved as submitted.

Treasurer’s Report:

The Treasurer presented an update on receipts and on delinquents.

A budget to actual which indicated that the Association is in a good financial standing was presented.

There is one bill, which was submitted by the Waterfront Committee that needs clarification before being paid. It was returned to the Waterfront Committee to be clarified.

The Treasurer presented a proposed budget for fiscal year 2018 – 2019. The budget was approved by the Board to be presented at the annual meeting with no changes.

Road Committee Report:

July 14, 2018

During the month of June, we replaced 4 culverts that were rotted and coming out of the ground. The replaced culverts were in the following locations. The Lynn Way just west of Tilt O’ The Kilt. The corner of Aerie and Summit. Paul’s Path. The Overlook Road 15 feet north of Winston Road. A new culvert was installed on The Loop Road to try and prevent water from seeping from the high side of the road to the low side creating a mud bog during the spring runoff. The water would also travel down the hill and jump a small diameter culvert and wash the road out, which happened this spring.

M & H also graded, and rock raked most of our roads and ditched in the following areas. Winston Road near the South side of Overlook Road. The Loop Road where the new culvert was installed and Barbara lane. The ditch on Barbara lane had filled in and was level with the road in one area and had to be re ditched to prevent the water from coming across the road.

Justin Quimby spread approximately 45 bags of calcium chloride on The Lynn Way. Approximately one mile. Unfortunately, we had several severe thunderstorms with heavy rain move across our area 6 hours after the calcium was spread. This may have slightly hurt the efficiency of the calcium.

M & H trucked in and dumped approximately 400 cubic yards of ¾” shale on the Overlook. Charlie graded and rolled this shale. For whatever reason Charlie just rough graded it, rolled less than half of it and left. Kenny from M & H came over, looked at the work and agreed it was not up to M & H standards. Advised Scott would come by when he can and make it right. Scott did re-grade about 300 yards of the shale and had Dawn roll it. Will update on my next report when the work is completed. We also want to spread some shale in The Highlands. Hopefully this will happen soon. The problem is the fact that M & H is extremely busy with a large job and they also lost their grader operators. Scott, the owner, is the only qualified grader operator it this time.

We are currently trying to get calcium spread on the Overlook Road. It is hard to do because the road should be wet enough for the calcium to dissolve into the road surface to bind up the road. You basically try and pick a day after a good rainfall and then have the contractor commit to that day. Then you hope that you do in fact receive the rain that was forecast. We will discuss the possibility of purchasing a spreader of our own and who would be willing to attach it on their truck, load 50 to 100 bags of calcium into it and spread it.

I have not received any bills from M & H or Kutting edge, so I do not have an updated report on money spent. Will have full update on the next report.

Waterfront Committee Report:  July 14, 2018

Burgess construction installed the swim docks.  We have our new docks and the correct topping for them.  Andy Avelis installed the small harbor docks with help from the Waterfront committee.  The list of slip assignments and canoe/kayak assignment is posted on the shed.  There is a short term slip available this year at slip #1.

Ed Zambraski has done a lot of work at the waterfront.  He is doing the mowing this year.

Our committee has decided to leave a strip unmowed around the perimeter of the property.  Terry Donovan has put of lines around the water edges of the property.  We are trying to discourage the geese.  So far, the geese are winning.

Ed Zambraski has replaced boards on the raft and repaired the swim ladder.  Rick Lavigne and Dave Douglas have installed the raft and the swim lines.  They have created a new mooring for the raft.  The old mooring could not be found.

Next year we will probably need to replace the swim lines.

I am applying for a “Permit by Rule” to add rip rap to the edge of the swim area to keep the land from eroding.

No report for this meeting.  Since the meeting Mary Ellen Simon met with Brittany DiPompo and she has accepted the board position replacing Paul Ellis.

Ed Z. tree work survey results:

Ed Zambraski advised that there were a small number of responses to his survey. There were no major land clearing requested and there were a considerable number of requests for HOLA common ground or roadside cutting.

Ed made to following recommendations:

Allow cutting on HOLA roads and common ground.

Approach several arborists/land clearing companies about potential work and discount.

HOLA should offer only “general statements” about tree cutting, but not amend By-Laws or formulate new rules/regulations concerning tree cutting.

The property east of the HOLA waterfront is for sale.  Discussion regarding the future need of land for parking and possible pavilion was held.  More information will be gathered.

Website upgrade information will be sent out in the next e-blast.  No action taken.

Secretary’s Minutes of the March meeting were approved MSP.

Treasurer’s Report: Delinquencies are down.   All accounts to the lawyer completed. We are staying within budget. Report accepted.

Proposed budget distributed for review. Budget will be voted on at the Annual Meeting in Sept. It was the consensus of the Board to not spend money on geese deterrents. It was noted that insurance goes up every year, perhaps we should look into a different provider.

Road Committee Report: M&H to start grading next week. Justin Quimby will be cutting brush, spreading CaCL and fixing signs.

Road Commissioners report

We had a normal winter here in Rangeley until February 2018. In February, we started getting warm sunny days. We had substantially more than a foot of snow melt and our roads thawed out. In areas where the sun stayed on the roads for a substantial amount of time, it thawed the roads down a foot or more beneath the surface. This in turn led to many areas of our roads turning into mud bogs. The spring thaw benefitted from the February thaw in that there was less snow to melt. This helped to prevent any large problems on our roads. We had only one washout and that was on the Loop Road. The damage was quickly repaired by M & H.

I have been speaking with Kenny from M & H since early April on a time frame to start on our spring road work. We were scheduled to replace some culverts, re-ditch several areas and start grading our roads on May 14, 2018. Unfortunately, the roads were still wet and we could not start. Currently M & H is busy with two large jobs but hopes to start on our roads within a week or so.

This year we lost the contractor who previously spread our calcium chloride. Calcium chloride is very corrosive and most contractors I spoke with will not put it in their spreaders. Last week, I spoke with Justin Quimby of Kutting Edge Landscaping. Justin is willing to spread the calcium chloride on our roads.

Last week I removed the heavy load signs at the entrance to our roads.

Burgess spent a total of $38,542.50 for the year. He was paid an extra $119 last year as he went over budget by $2,331.50. $2,331.50 minus the $119.00 that we overpaid = $2.212.50 owed. I added the $119.00 to this bill which totals $38,661.50. We will pay Burgess $1338.50 for a grand total of $40,000 which is the agreed cap per year. $2,212.5- minus $1,338 = $874.00 potentially owed if he comes in under next year’s $40,000 cap.

Road Committee Report: Roads in the Overlook have had some deep bad mud and will be needing crushed shale and more attention  this spring than the Highlands roads will need. Grading is planned for mid May by M&H. Several road sign will need to be replaced. We have sufficient  funds to do these repairs.

Waterfront: Slips are being assigned. There are still canoe/kayak spaces available.

Ana Wetherill reported that estimates for tree cutting , clearing and topping have not yet been obtained. She was encouraged to get prices for each kind of work, so HOLA could pass the info on to property owners that might want to personally schedule several requests at the same time and therefore bargain for a better price.

January 13, 2018

On 11-1-17, Jim Carignan, cut up trees that fell alongside roads in the Rangeley Overlook during the storm of October 29, 2017. $175.00
Between November 1st through the 6th, 2017. Ed Zambraski, Cut and hauled to the transfer station, several trees that fell alongside roads on the Lynn Way, during the storm of October 29, 2017. $320.00
On October 30th, 2017. Joe from M & H performed emergency repairs to the circle and the south entrance to Overlook Road due to the storm on October 29th, 2017. $640.56
The bill for the new H.O.L.A. road signs on Rt. 4 was $2,076.80. This included delivery and installation. $2,076.80
In November 2017. We had to replace three culverts. One was scheduled to be removed because of internal damage and two rose up out of the ground because of the frost. All three were old and damaged with large holes from rust. $4,011.12
In October, Kutting Edge Landscaping cut up and hauled off poplar trees and weeds from the ditch on Rt. 4 by the North entrance of Overlook Road. $200.00
On 10-24-17. We purchased 64, new, “No Hunting” signs, from Signworks. The new signs are plastic as opposed to cardboard, so they will last longer. They are also larger and orange and white, instead of black on white, so they are more visible. $286.96
$7.25 was spent on roofing nails to mount the “No Hunting” signs and red tape to mark fallen trees for Jim Carignan. $7.25
Except for the purchase of the new “No Hunting” signs, the above work was mentioned in the November 11th Road Commissioners Report, but not billed until The 2017/2018 contract.

November 11, 2017

Meeting was called to order by Millie Hoekstra at 9:05 AM.  John Clarke being absent, Val Zapolsky agreed to take minutes.

Secretary’s Minutes from the last meeting were presented.  MSP to accept the minutes.

Treasurers Report: Two reports were submitted: the last fiscal year September 30, 2016 – October 1, 2017 and the current fiscal year-to-date from October 1, 2017 – November 7, 2017.

Our lawyer, Paul Mills, continues to help with collection of past due accounts.  Ricky DiGiovanni’s account was discussed.  MSP to write off amount for the culvert provided he pays all other amounts due in full, in particular the $500 road assessment for additional construction.

Road Commissioner’s Report:

M & H delivered and spread 212 cubic yards of ¾” crushed shale in the Lakeview Highlands. 196 yards were delivered and spread in the Rangeley Overlook. The shale was spread by a grader and compacted with a vibrating roller.

The Lakeview Highlands and Rangeley Overlook signs were delivered and installed on Thursday October 5th, by Signworks of Farmington.  Both signs look awesome. They enhance the main entrances of both hills.

The overgrown weeds and poplar trees in the ditch along Rt 4, near the North entrance of the Overlook, have been cut down by Kutting Edge Landscaping of Rangeley. The weeds and poplar trees were becoming a sight hazard and had to be cut down. Kutting Edge also transported the cut down weeds and trees to the transfer station.

October 10, 2017, put up the “No Hunting” signs at all HOLA entrances.

On Sunday night October 29, we had a high wind and rain storm. The storm dumped 4” of rain on us. This storm knocked down or snapped several trees in the Overlook and the Highlands, blocking several roads. A huge spruce tree fell across the Lynn Way and blocked the road. Up further, two smaller spruce trees fell across the road, resulting in total blockage. The Loop Road was also blocked by a downed spruce tree. I limbed and cut up enough of the large spruce tree on the Lynn Way and the spruce tree on the Loop Road to clear the roads. John Patriquin, who resides on Kendall Farm Trail, assisted by cutting up the 2 smaller trees on the Lynn Way to clear that section of the road. Upon inspection, other small trees had been cut up and placed on the shoulders on several of our roads by individual homeowners.  The huge water runoff also overpowered the culvert on The Circle and Overlook Road, eroded the shale and exposed most of the culvert. The resulting hole was 12” deep and 15 feet long. This rendered the Circle Road impassible. The South Entrance of the Overlook Road was also badly damaged by water runoff. An area approximately 8 feet long by two feet wide by 10 inches deep was washed away. Joe Haley, M & H, promptly repaired both areas for us.

Ed Zambraski later spent 16 hours cutting up the spruce trees on the Lynn Way and transporting them to the Transfer Station. Jim Carignan will be doing the same on the Overlook.

Waterfront Committee Report:

Andy Avelis removed the small docks from the Harbor.  Burgess Construction removed the swim docks, raft, and lines.

All the canoes, except one have been removed from the racks.  I have emailed a request to remove his canoe to John Schellhorn, who is Joan McGovern’s son-in- law.

Ed Zambraski removed the large amount of debris that drifted into the Harbor from the storm.  There was part of a dock and a large tree trunk that are now on the property line.

We received the permit by rule to dredge the harbor doing similar work to what we had done before.   Our plans are on hold because of all the high water.

Nominating Committee: Jeff & Darlene Munson sold their house and will be moving to the coast soon. Jeff gave a heartfelt farewell.  The board greatly appreciates their many years of service.  There now will be 2 spaces on the board as well as Paul Ellis’s spot as he has not been participating for the past couple years.  There were recommendations for John Patriquin and the Hoffmann’s to join the board.  This will be investigated.

The list of HOLA Committee members was distributed and Dave Douglas volunteered for Waterfront Committee, Assessors and Long Range Planning.  Maryellen Simon volunteered for Social Committee.

Ed Zambraski had a suggestion for the Long Range Planning Committee to look into a group rate for individual lot owners to cooperate on a plan for clear cutting and chipping trees for views.  The idea was referred to committee.

Road Committee Report:                             Road commissioners report

        August 31st 2017

M & H graded and rock raked sections of all H.O.L.A. roads. If a section of road did not need to be graded, it was left alone. Areas that were identified as worn down, and could not be properly graded, were covered with approx. 2” of ¾” crushed shale. Sections of roads that needed repair, were repaired using up to 4 inches of shale (Kendall Farm Trail and the Overlook Road). After the shale was laid down, a grader was used to smooth over and spread the shale. 686 cubic yards of ¾” crushed shale was spread on our roads this summer to build them up. Overall, I am pleased with the amount of shale that we have put down with our limited budget. We will continue to rebuild and improve our roads.

80 bags of calcium chloride were spread on Tuesday, July 25th, 2017 by Terry Morgan. Myself and Alan Salvini cut the bags open and dumped the calcium into Terry’s loader, which was then dumped into the spreader. The actual date to spread the calcium was changed twice, due to the weather changing from sunny and clear to heavy rain at the last minute. Thankfully, Mr. Morgan took the cancellations in stride and accommodated us.

Ed Zambraski advised that he used all the shale (Approx. 7 cubic yards) that we dropped off last summer, at the dead end of Kendall Farm Trail, to repair pot holes and such in the Lakeview Highlands. Ed further advised, that he is willing to continue to contribute his time, labor and use of his Kubota. To that end, M & H dropped off approx. 6 more yards of crushed shale at the dead end of Kendall Farm Trail. Thank you, Ed.

The Lakeview Highlands sign at the bottom of the Lynn Way was knocked over and damaged due to an automobile accident. After negotiating with the driver’s insurance company, they sent us a check for $1090 which will cover our expenses for a new sign, along with the installation costs.

The board voted to replace both H.O.L.A. signs as the Rangeley Overlook sign is old and in bad shape due to wood rot.

Both signs will continue to say, “Lakeview Highlands” and “Rangeley Overlook” in large print. Below that, in smaller print, they will say “Highland Overlook Landowners Association” and below that, “Private”. The signs will be made and installed by Signworks in Farmington. The Lakeview Highlands sign will be finished around the second week of September. The Rangeley Overlook sign is expected to be completed a few weeks later.

Millie and Val proposed cutting the buildup of brush along several sections of our roads. Millie advised that the individual, who was contracted with in the past, has passed away, so we will have to find another contractor.  Dave Douglas stepped up and contacted Mike Ferguson on cutting the brush buildup in the Highlands and the Overlook. Dave Douglas and Ed Zambraski surveyed areas to be cut and Mike Ferguson subsequently did a good job cutting back said brush.

Total money spent to date:

$41,919.00      Road work/Snow Removal 2016-2017 (Includes $1800.00 for Ditching and culvert cleaning in October 2016).

Waterfront Committee Report September 2, 2017

I want to thank our great Waterfront Committee: John and Peggy Clark, Dick Moore, Paul Ellis, Dave and Ann Arthurs, Gary Wadsworth, Ed Zambraski, Butch DeSanctis, and Dave Sarr.  The Waterfront Committee has been great this year.

All the canoe/kayak racks have been full including the two new ones that Ed Zambraski made.

Terry Donovan has been using our Bird Bangor to scar the geese.  He has also trimmed the grass low on the side of the harbor so that he could get rid of the goose deposits.

David Burgess is going to get us the correct decking for the docks and the two new docks next year.  We had problems with the dock supplier this year.

Andy and Cindy Avelis used their tractor to put in the small docks.  Gary Wadsworth  rebuilt parts of the small docks. Ed Zambraski cleared by the entrance of the road to give us more visibility.  He also weed-wacked.

Dave Douglas and Rick found the moorings for the swim lines and installed them for us this year.  Dave also added another chain to the raft.  Paul Ellis donated a picnic table, bar, and benches to our waterfront.  Andy Avelis used his tractor to move them from Paul’s house to our Harbor with the help of Dave Arthurs and Val Zapolsky.

You sign up for the canoe/kayak racks and for the boat slips when you pay your dues in the fall.  The Waterfront committee will assign the slips after the January Board Meeting.

I will notify members regarding the slips after the Meeting.  The canoe/kayak assignments will be posted on the first rack.  All canoes, kayaks and boats must be removed by October 15th.  We recommend tying down the canoes and kayaks, as the Harbor can be quite windy.  You leave your vessels at your own risk.  We do not monitor them.

We ask that everyone pick up after their own dogs.  There are no dogs allowed in the Swim area.

Fall boating and fishing starts Tuesday.  There is a sign-up sheet in the box on the shed.

Jeff Munson advised that all of those with expiring terms are willing to serve another 3 year term.

Other items:

The removal of trees to be discussed at the membership meeting. Make sure that members communicate with adjoining land owners before cutting trees.

 Road Commissioner’s Report

July 8, 2017

There has been no work done on any of our roads since the last road commissioner’s report. Scott from M & H advised that he has been busy with a large project and should be able to start grading our roads around Thursday, July 13th.

80 bags of calcium chloride were purchased from Builders Supply and Terry Morgan is ready to start spreading it on our roads after they are graded. After the grading, we will start to lay down the crushed shale. We will be repairing an area on Kendall Farm Trail and a small area on Overlook Road. We will then start to build up as many areas of our roads as possible with crushed shale.

Due to M & H being busy with a large project in New Hampshire, we are getting started later than I had hoped, but I am confident that we will meet our goals of repairing and improving our roads. If we get most of our shale laid down by mid-August, we will have a Road Committee meeting to discuss our road conditions and whether we want to ask for a rate increase in our road budget.

                   Waterfront Committee Report July 8, 2017

The sheets are down at the waterfront with the boat slip assignments and the canoe/kayak assignments.  These should also be on the web site.  The canoe/kayak racks are full.  That included the two new racks that Ed Zambraski built.

The two black hoses did not look like snakes to the geese.  They were on the ground only a couple of days when they were stolen.   I went to see Tom McCalaster’s set up with the hoses at Saddleback Lake.  He had the hoses attached to automatic sprinklers at the beach.  When he removed the sprinklers and left the hose, the geese stayed away from the hose at the beach, but they came around from the side and left droppings on the grass.

We bought a bird banger.  Terry Donovan has been going down to the Harbor several times a day shooting to scare the geese.  They leave, but they do come back.  He has also moved a strip of grass, cutting it short, along the side of the harbor.  He kicks the goose droppings off the grass.

The docks are in.  We have two new sections that haven’t arrived yet, which is why the docks were late getting in.  I am working on the problem.

The Waterfront Committee met at the Harbor after the last board meeting to help Andy Avelis put in the small docks.  The small docks will need repairs or replacements.  Gary Wadsworth replaced the middle sections as they were rotten.   Andy and Cindy Avelis power washed the benches and put a finish on them.

Nominating Committee: Jeff Munson advised that all five members whose terms are expiring have agreed to run for another term. Dave Arthurs, John Clark, Anne Crump, Terry Donovan and Val Zapolsky.

Other Items: Ed Zambraski advised that within the next month he would be sending out another informational email to our members. Which would include an update on Saddleback Mountain.

The next Board meeting will be on September 2, 2017 at 9 a.m. at the Barn.

The Annual Membership Meeting will follow with coffee at 10:30 and the meeting at 11:00
