Subject: Tree Cutting Policy Notice
Dear HOLA Members,
Over the past several months, the HOLA Board (“Board”) has addressed questions regarding tree cutting within the community, particularly as development has increased and tree growth has affected property views. In accordance with HOLA’s bylaws, the Board has adopted the attached Tree Cutting Policy to provide clarity, consistency, and fairness when tree removal impacts HOLA-owned or Right-of-Way land (“HOLA-Owned Land”).
Members should consult their deeds, land surveys, and applicable plantation, township, or LUPC regulations regarding tree cutting on their own property. It is important to determine whether trees proposed for removal are located on private property, neighboring property, or HOLA-Owned Land, which includes all roads as defined by deeds and subdivision plans. Road width includes not only the traveled surface but also adjoining margins. (see Road Policy via HOLA websitehttps: (HOLA Roads Policy). As a result, some trees between a property and the road may fall within Association ownership.
This policy applies only to trees located on HOLA-Owned Land. HOLA will not arbitrate disputes involving privately owned property and encourages neighbors to work cooperatively in those situations.
Prior written request to the Board is required for any proposed tree cutting on HOLA-Owned Land, including road margins. Requests should include the tree location, a survey or sketch, photographs, the reason for removal, and any anticipated impact on neighboring properties or views. The Board will review each request and approve or deny it before work begins, considering safety, fairness, and overall property values.
Routine cutting of seasonal growth in roadside ditches to assist with drainage may be done by adjoining landowners without Board approval.
The goal of this policy is transparency and equal consideration of all landowners’ interests. Members are encouraged to plan ahead and submit requests early, particularly when proposed changes affect neighboring properties.

HOLA Tree Cutting Policy
A landowner may cut trees or brush on HOLA property at their own expense with HOLA Board permission and within the following conditions, procedural limitations and exception:
Landowner submits a request to HOLA Board via email, including a plot plan or survey of intended cutting area, specifying trees to be cut.
All Board members are given an information package (location, copy of plot plan/survey, rationale of proposal etc.) prior to the meeting and allowing time for site visits and requests for additional information.
Landowners will be provided an opportunity to present the proposal at the next board meeting.
HOLA Board will vote to approve or deny proposals, considering, but not limited to: value to the membership of HOLA, road safety and maintenance, and potential damage/injury to the property of adjoining landowners.
Exception: To facilitate actions by individual landowners to assist HOLA Road Commissioner and Road Committee and to facilitate proper drainage, seasonal growth in ditches may be cut by adjoining landowners without board action and are not subject to the constraints of this policy.
