HOLA Board Present: Darren Winslow, Rob Smith, Val Zapolsky, Jeff Zapolsky, Ed Zambraski, Millie Hoekstra, Larry Malone, Ana Wetherill, Al Salvini, Mary-Ellen Moroney, Gay Sampson. Absent: Dave and Ann Arthurs, Dave Douglas, Sam White, Brittany Russell.
Millie H. (Chairperson) called the meeting to order at 11 AM. She thanked everyone for coming. Notified people that the website crashed and has been fixed and updated. Please direct any comments/questions to Millie.
Millie then introduced the board members and all were thanked for their service to the organization. The membership was reminded that the board members are all volunteers and people were encouraged to get involved either on a committee or considering volunteering for the Board in the future. The sign-in sheet and committee sheets were passed around for everyone’s consideration.
Secretary’s Minutes of the last membership meeting were presented by Val Zapolsky, Secretary. The minutes of the meeting held on August 30, 2025 were approved by acclamation, MSP. Thanks, Val, for all your time serving as our secretary for many years.
Nominating Committee Report - Vote by secret ballot for Board positions since there are 5 people running for 4 board positions. Ballot attached. Per our Constitution and Bylaws there is one vote for each lot owned. Each member was asked to write their Lot # on their ballot. Voting proceeded during the meeting and allowed time for counting ballots while the rest of the meeting proceeded. Rob Smith and Deb Moran will tally votes.
Road Committee Report was submitted by Dave Douglas Road Commissioner. (attached) No questions. Dave and the Road Committee were thanked for the many hours of overseeing our roads and upgrading them again this year.
Waterfront Report was submitted by Ed Zambraski (attached). There were no questions or comments. Ed and the Waterfront Committee were thanked for their many hours of keeping our waterfront property in great condition again this year.
Treasurer’s Report was presented by Jeff Zapolsky, Treasurer. (attached) )- The account balances have plenty of money except the Administration. In the past 2 years Insurance has doubled because we were reassessed from 90 lots (true many years ago) to 257 lots (current). Also, insurance went up 18% last year and 14% this year. Jeff proposes that we collect a one-time fee of $25 to cover the short fall last year (2025-2026) and raise the Administration fee to $70 this year and going forward. This should collect enough to allow us to not change the fees again for several years. There were questions about looking for a different insurance carrier. Jeff has done this through our agent but welcomed anyone to try and find an alternative. There were no volunteers. The administration fee increases as described above were seconded by Val Zapolsky and unanimously approved.
Jeff was thanked for his many, many hours of service as Treasurer for HOLA.
Assessor’s Report was submitted by Jocelyn Kinlock, Assessor committee chairperson. No changes in Road fees for coming year, Jocelyn and committee were thanked for their service.
Attendees were reminded about HOLA Quiet Hours 10PM – 7AM. And to slow down while driving on the roads. This will prolong the life of our roads and reduce dust.
The Social Committee is hosting a BBQ Sept 3rd at the waterfront. All are encouraged to attend.
Vote Results - New Board Members are: Darren Winslow, Val Zapolsky, John Caggiano, Dave Arthurs.
Assessors: Jocelyn Kinlock, Mary-Ellen Moroney, Mike Zulauf all re-elected. Dave Douglas elected to continue as Road Commissioner.
It was suggested that we have a BBQ next year after the Annual Membership Meeting.
