Treasurer’s Report: Delinquencies are down.   All accounts to the lawyer completed. We are staying within budget. Report accepted.

Proposed budget distributed for review. Budget will be voted on at the Annual Meeting in Sept. It was the consensus of the Board to not spend money on geese deterrents. It was noted that insurance goes up every year, perhaps we should look into a different provider.

Road Committee Report: M&H to start grading next week. Justin Quimby will be cutting brush, spreading CaCL and fixing signs.

Road Commissioners report

We had a normal winter here in Rangeley until February 2018. In February, we started getting warm sunny days. We had substantially more than a foot of snow melt and our roads thawed out. In areas where the sun stayed on the roads for a substantial amount of time, it thawed the roads down a foot or more beneath the surface. This in turn led to many areas of our roads turning into mud bogs. The spring thaw benefitted from the February thaw in that there was less snow to melt. This helped to prevent any large problems on our roads. We had only one washout and that was on the Loop Road. The damage was quickly repaired by M & H.

I have been speaking with Kenny from M & H since early April on a time frame to start on our spring road work. We were scheduled to replace some culverts, re-ditch several areas and start grading our roads on May 14, 2018. Unfortunately, the roads were still wet and we could not start. Currently M & H is busy with two large jobs but hopes to start on our roads within a week or so.

This year we lost the contractor who previously spread our calcium chloride. Calcium chloride is very corrosive and most contractors I spoke with will not put it in their spreaders. Last week, I spoke with Justin Quimby of Kutting Edge Landscaping. Justin is willing to spread the calcium chloride on our roads.

Last week I removed the heavy load signs at the entrance to our roads.

Burgess spent a total of $38,542.50 for the year. He was paid an extra $119 last year as he went over budget by $2,331.50. $2,331.50 minus the $119.00 that we overpaid = $2.212.50 owed. I added the $119.00 to this bill which totals $38,661.50. We will pay Burgess $1338.50 for a grand total of $40,000 which is the agreed cap per year. $2,212.5- minus $1,338 = $874.00 potentially owed if he comes in under next year’s $40,000 cap.

Money spent to date:

Burgess: Snowplowing and sanding 11-10-2017 through 2-25-18   $32,001.25

Burgess: Snowplowing and sanding, 1-26-18 through 3-15-18         $5,703.75                                                  Burgess: Snowplowing and sanding, 3-16-18 through 4-7-18            $   837.50

Total snowplowing and sanding:                                                            $38,542.50                                             Plus $119 overpayment from last years budget.                                $       119.00                                           Total snowplowing and sanding bill’s for the 2017/2018 season        $38,661.50

Roadwork, tree cutting, Entrance signs, etc,  10-1-17 to 4-28-18 $  7,917.69                                                     Total monies spent to date:                                                                      $46,590.69

Dave Arthurs                                                                                                                                                                                                                  H.O.L.A. Road Commissioner

Waterfront Committee: The slip assignments are listed at the waterfront.  Rocks will be added to beach area to deter erosion.  Will dredge boat harbor in the fall.

Nominating Committee: Mary Ellen Simon will ask Brittany (her neighbor) if she will join the Board.

Ana Wetherill presented some information regarding tree cutting to the Board. She will give it to Ed Zambraski. He will publish it in the E-Blast.

Treasurer’s Report: Click Here

Road Commissioner’s Report:

M & H delivered and spread 212 cubic yards of ¾” crushed shale in the Lakeview Highlands. 196 yards were delivered and spread in the Rangeley Overlook. The shale was spread by a grader and compacted with a vibrating roller.

The Lakeview Highlands and Rangeley Overlook signs were delivered and installed on Thursday October 5th, by Signworks of Farmington.  Both signs look awesome. They enhance the main entrances of both hills.

The overgrown weeds and poplar trees in the ditch along Rt 4, near the North entrance of the Overlook, have been cut down by Kutting Edge Landscaping of Rangeley. The weeds and poplar trees were becoming a sight hazard and had to be cut down. Kutting Edge also transported the cut down weeds and trees to the transfer station.

October 10, 2017, put up the “No Hunting” signs at all HOLA entrances.

On Sunday night October 29, we had a high wind and rain storm. The storm dumped 4” of rain on us. This storm knocked down or snapped several trees in the Overlook and the Highlands, blocking several roads. A huge spruce tree fell across the Lynn Way and blocked the road. Up further, two smaller spruce trees fell across the road, resulting in total blockage. The Loop Road was also blocked by a downed spruce tree. I limbed and cut up enough of the large spruce tree on the Lynn Way and the spruce tree on the Loop Road to clear the roads. John Patriquin, who resides on Kendall Farm Trail, assisted by cutting up the 2 smaller trees on the Lynn Way to clear that section of the road. Upon inspection, other small trees had been cut up and placed on the shoulders on several of our roads by individual homeowners.  The huge water runoff also overpowered the culvert on The Circle and Overlook Road, eroded the shale and exposed most of the culvert. The resulting hole was 12” deep and 15 feet long. This rendered the Circle Road impassible. The South Entrance of the Overlook Road was also badly damaged by water runoff. An area approximately 8 feet long by two feet wide by 10 inches deep was washed away. Joe Haley, M & H, promptly repaired both areas for us.

Ed Zambraski later spent 16 hours cutting up the spruce trees on the Lynn Way and transporting them to the Transfer Station. Jim Carignan will be doing the same on the Overlook.

$11,064.60           M & H. Grading, spreading and compacting shale.                                                                                                                                                                              $        35.00           Permit from Rangeley Code Enforcement for Rangeley Overlook sign.

$      125.00           James Carignan, cut up and removed large Poplar tree alongside Overlook Road

$      143.40   Builders Supply, 6 bags Calcium Chloride to redo small section of Overlook Road.

$11,368.00           Total for this report                                                                                                                                                                                                      $63,246.29           Previous year to date                                                                                                         $74,614.29           Total monies spent from the 2016/2017 budget.

Dave Arthurs,   Road Commissioner                                                                                                                                                                                                                        H.O.L.A.

Waterfront Committee Report:

Andy Avelis removed the small docks from the Harbor.  Burgess Construction removed the swim docks, raft, and lines.

All the canoes, except one have been removed from the racks.  I have emailed a request to remove his canoe to John Schellhorn, who is Joan McGovern’s son-in- law.

Ed Zambraski removed the large amount of debris that drifted into the Harbor from the storm.  There was part of a dock and a large tree trunk that are now on the property line.

We received the permit by rule to dredge the harbor doing similar work to what we had done before.   Our plans are on hold because of all the high water.

Mary-Ellen Moroney, Harbormaster

Nominating Committee: Jeff & Darlene Munson sold their house and will be moving to the coast soon. Jeff gave a heartfelt farewell.  The board greatly appreciates their many years of service.  There now will be 2 spaces on the board as well as Paul Ellis’s spot as he has not been participating for the past couple years.  There were recommendations for John Patriquin and the Hoffmann’s to join the board.  This will be investigated.

The list of HOLA Committee members was distributed and Dave Douglas volunteered for Waterfront Committee, Assessors and Long Range Planning.  Maryellen Simon volunteered for Social Committee.

Ed Zambraski had a suggestion for the Long Range Planning Committee to look into a group rate for individual lot owners to cooperate on a plan for clear cutting and chipping trees for views.  The idea was referred to committee.

Adjournment: There being no additional business, the meeting was adjourned at 10:10 AM.

Respectfully Submitted,

Val Zapolsky

Road Committee Report:                             Road commissioners report

        August 31st 2017

M & H graded and rock raked sections of all H.O.L.A. roads. If a section of road did not need to be graded, it was left alone. Areas that were identified as worn down, and could not be properly graded, were covered with approx. 2” of ¾” crushed shale. Sections of roads that needed repair, were repaired using up to 4 inches of shale (Kendall Farm Trail and the Overlook Road). After the shale was laid down, a grader was used to smooth over and spread the shale. 686 cubic yards of ¾” crushed shale was spread on our roads this summer to build them up. Overall, I am pleased with the amount of shale that we have put down with our limited budget. We will continue to rebuild and improve our roads.

80 bags of calcium chloride were spread on Tuesday, July 25th, 2017 by Terry Morgan. Myself and Alan Salvini cut the bags open and dumped the calcium into Terry’s loader, which was then dumped into the spreader. The actual date to spread the calcium was changed twice, due to the weather changing from sunny and clear to heavy rain at the last minute. Thankfully, Mr. Morgan took the cancellations in stride and accommodated us.

Ed Zambraski advised that he used all the shale (Approx. 7 cubic yards) that we dropped off last summer, at the dead end of Kendall Farm Trail, to repair pot holes and such in the Lakeview Highlands. Ed further advised, that he is willing to continue to contribute his time, labor and use of his Kubota. To that end, M & H dropped off approx. 6 more yards of crushed shale at the dead end of Kendall Farm Trail. Thank you, Ed.

The Lakeview Highlands sign at the bottom of the Lynn Way was knocked over and damaged due to an automobile accident. After negotiating with the driver’s insurance company, they sent us a check for $1090 which will cover our expenses for a new sign, along with the installation costs.

The board voted to replace both H.O.L.A. signs as the Rangeley Overlook sign is old and in bad shape due to wood rot.

Both signs will continue to say, “Lakeview Highlands” and “Rangeley Overlook” in large print. Below that, in smaller print, they will say “Highland Overlook Landowners Association” and below that, “Private”. The signs will be made and installed by Signworks in Farmington. The Lakeview Highlands sign will be finished around the second week of September. The Rangeley Overlook sign is expected to be completed a few weeks later.

Millie and Val proposed cutting the buildup of brush along several sections of our roads. Millie advised that the individual, who was contracted with in the past, has passed away, so we will have to find another contractor.  Dave Douglas stepped up and contacted Mike Ferguson on cutting the brush buildup in the Highlands and the Overlook. Dave Douglas and Ed Zambraski surveyed areas to be cut and Mike Ferguson subsequently did a good job cutting back said brush.

Total money spent to date:

$41,919.00      Road work/Snow Removal 2016-2017 (Includes $1800.00 for Ditching and culvert cleaning in October 2016).

$19,340.70      M & H Grading, rolling, rock raking, delivery and spreading of ¾” crushed shale.

$ 1,290            Calcium chloride

$     180           Terry Morgan for spreading the calcium.

$     375           Mike Ferguson, Brush cutting.

$       83.09      Road signs made up by Ed Zambraski

$       35.00      Permit from Rangeley Code Enforcement, for permission to install new Lakeview Highlands sign.

$    23.50         Town of Rangeley dump fees, for waterfront cleanup and the old wooden posts from the Lakeview Highlands sign. (Ed Zambraski cleaned everything up and transported everything to the Rangeley transfer station)

Total money spent to date:                                                                             $63,246.29

We have money left over this year, so we will be laying down additional crushed shale this fall.

* On the 8-20-17 Road Committee report, the money paid to Terry Morgan was listed as $250.00. This was wrong. The correct amount of the bill was $180.00

Thanks to the road committee members for their input and support.

Dave Arthurs, H.O.L.A Road Commissioner

Road Committee report was approved.

Waterfront Committee Report September 2, 2017

I want to thank our great Waterfront Committee: John and Peggy Clark, Dick Moore, Paul Ellis, Dave and Ann Arthurs, Gary Wadsworth, Ed Zambraski, Butch DeSanctis, and Dave Sarr.  The Waterfront Committee has been great this year.

All the canoe/kayak racks have been full including the two new ones that Ed Zambraski made.

Terry Donovan has been using our Bird Bangor to scar the geese.  He has also trimmed the grass low on the side of the harbor so that he could get rid of the goose deposits.

David Burgess is going to get us the correct decking for the docks and the two new docks next year.  We had problems with the dock supplier this year.

Andy and Cindy Avelis used their tractor to put in the small docks.  Gary Wadsworth  rebuilt parts of the small docks. Ed Zambraski cleared by the entrance of the road to give us more visibility.  He also weed-wacked.

Dave Douglas and Rick found the moorings for the swim lines and installed them for us this year.  Dave also added another chain to the raft.  Paul Ellis donated a picnic table, bar, and benches to our waterfront.  Andy Avelis used his tractor to move them from Paul’s house to our Harbor with the help of Dave Arthurs and Val Zapolsky.

You sign up for the canoe/kayak racks and for the boat slips when you pay your dues in the fall.  The Waterfront committee will assign the slips after the January Board Meeting.

I will notify members regarding the slips after the Meeting.  The canoe/kayak assignments will be posted on the first rack.  All canoes, kayaks and boats must be removed by October 15th.  We recommend tying down the canoes and kayaks, as the Harbor can be quite windy.  You leave your vessels at your own risk.  We do not monitor them.

We ask that everyone pick up after their own dogs.  There are no dogs allowed in the Swim area.

Fall boating and fishing starts Tuesday.  There is a sign-up sheet in the box on the shed.

Mary-Ellen Moroney, Harbormaster

Nominating Committee:

Jeff Munson advised that all of those with expiring terms are willing to serve another 3 year term.

Other items:

The removal of trees to be discussed at the membership meeting. Make sure that members communicate with adjoining land owners before cutting trees.

The next board meeting will be on November 11, 2017 at 0900 at the Barn.

 Road Commissioner’s Report

July 8, 2017

There has been no work done on any of our roads since the last road commissioner’s report. Scott from M & H advised that he has been busy with a large project and should be able to start grading our roads around Thursday, July 13th.

80 bags of calcium chloride were purchased from Builders Supply and Terry Morgan is ready to start spreading it on our roads after they are graded. After the grading, we will start to lay down the crushed shale. We will be repairing an area on Kendall Farm Trail and a small area on Overlook Road. We will then start to build up as many areas of our roads as possible with crushed shale.

Due to M & H being busy with a large project in New Hampshire, we are getting started later than I had hoped, but I am confident that we will meet our goals of repairing and improving our roads. If we get most of our shale laid down by mid-August, we will have a Road Committee meeting to discuss our road conditions and whether we want to ask for a rate increase in our road budget.

Dave Arthurs, H.O.L.A. Road Commissioner.

Waterfront Committee Report July 8, 2017

The sheets are down at the waterfront with the boat slip assignments and the canoe/kayak assignments.  These should also be on the web site.  The canoe/kayak racks are full.  That included the two new racks that Ed Zambraski built.

The two black hoses did not look like snakes to the geese.  They were on the ground only a couple of days when they were stolen.   I went to see Tom McCalaster’s set up with the hoses at Saddleback Lake.  He had the hoses attached to automatic sprinklers at the beach.  When he removed the sprinklers and left the hose, the geese stayed away from the hose at the beach, but they came around from the side and left droppings on the grass.

We bought a bird banger.  Terry Donovan has been going down to the Harbor several times a day shooting to scare the geese.  They leave, but they do come back.  He has also moved a strip of grass, cutting it short, along the side of the harbor.  He kicks the goose droppings off the grass.

The docks are in.  We have two new sections that haven’t arrived yet, which is why the docks were late getting in.  I am working on the problem.

The Waterfront Committee met at the Harbor after the last board meeting to help Andy Avelis put in the small docks.  The small docks will need repairs or replacements.  Gary Wadsworth replaced the middle sections as they were rotten.   Andy and Cindy Avelis power washed the benches and put a finish on them.

Mary-Ellen Moroney, Harbormaster

Nominating Committee: Jeff Munson advised that all five members whose terms are expiring have agreed to run for another term. Dave Arthurs, John Clark, Anne Crump, Terry Donovan and Val Zapolsky.

Other Items: Ed Zambraski advised that within the next month he would be sending out another informational email to our members. Which would include an update on Saddleback Mountain.

The next Board meeting will be on September 2, 2017 at 9 a.m. at the Barn.

Road Committee Report:

May 20, 2017

The roads held up well through this past winter and are continuing to hold up well, even with the unusually frequent and hard rainstorms we have experienced lately. Because the roads are firming up swell, I removed the road posting signs on Friday 5-19-17. All areas where we used ¾” crushed shale are in very good condition and it is still my belief that we continue to use it.

There are a few trouble spots that need attention and this year’s ditching is projected to be small. We will be grading, rock raking, where needed, and administering calcium chloride as dust control and a road binder.

As you know, a lot of our roads are at or below grade. They have poor water runoff and are usually full of potholes. This year, we will apply as much ¾” crushed shale as possible in these areas with the intent of rebuilding as many areas as possible. In August, the road committee will apprise our projects along with our budget and determine if the budget is enough to continue our maintenance program, while also rebuilding our roads. The road committee will then advise the board of our findings.

I would like to thank Ed Zambraski for filling in potholes (too numerous to count) on all the roads in the Highlands with crushed shale. This work obviously entailed a lot of time and effort on Ed’s part.

In my last Road Commissioner’s Report, I advised that Burgess exceeded the $40,000 cap for 2016/2017. I brought this before the board and the board voted not to pay the $2,212.50 bill which covered March 7, 2017 through March 21, 2017.

Total monies spent to date:

Road money spent from October 1, 2016 to October 25, 2016.                               $1800.00

Total snow money spent for 2016/2017.                                                                    $40,119.00 **

Total road and snow monies spent to date.                                                                 $41,919.00

** The $119.00 that Burgess went over in his budget will be deducted from his 2017/2018 budget.

Waterfront Committee Report

May 20, 2017

The sheets are down at the waterfront with the boat slip assignments and the canoe/kayak assignments.  These should also be on the web site.

I bought two new black hoses.  Terry Donovan and I put them down at the waterfront yesterday.  These are supposed to look like snakes to the geese and scar them away.  This technique worked at Saddleback Lake last year.  I am also going to buy a bird blaster.

We should be able to replace the old docks this year.

We are going to put numbers on the new canoe/kayak rack and the other new one Ed Zambraski is going to build.

The Waterfront Committee is going to meet at the Harbor at 10:15 this morning to help Andy Avelis put in the small docks.  The small docks will need repairs or replacements.  We will have a meeting afterwards.  Andy is going to power wash the benches and we will stain or polyurethane them later.

Paul Ellis is going to continue to do the mowing while he is able.

The port-a-potty has been put back at the Harbor.

Ed and Nancy Zambraski have trimmed brush on the side of the road.

2.   Treasurer’s Report: Jeff Zapolsky approved as presented.

We have sufficient funds in the bank.  Collections are improving, in part due to the initial success of      using Attorney Paul Mills as our collection agent.  Also, the increased availability of email addresses for sending reminder notices has helped.  Snowplowing and sanding has reached budget level.  Administration Expenses are predicted to go over budget by year end due to the website redesign and legal fees.  See report

3.     Waterfront Committee: Mary-Ellen Moroney reported that the committee would be meeting immediately after board meeting.  The boat slips and canoe/kayak assignments have been completed.  Click here for boat slip report: See report Click here for canoe/kayak report: See report
4.     ROAD COMMISSIONERS REPORT accepted as presented on MARCH 25, 2017

The H.O.L.A. roads were posted on March 6, 2017 due to an unseasonably warm spell. This warm spell melted a lot of snow and created a muddy mess on most of our roads.

I was apprised by one of our snowplow drivers there are a few driveways within H.O.L.A. that have the snow plowed out of said driveways, pushed across the road, compressed by the plow, and left encroaching three to four feet into the roadway. This will be addressed by the board.

The crushed shale that we put down at several locations last summer seems to be holding up very well and we will continue to use it for our upcoming spring, summer and fall work.

Road money spent from October 1, 2016 to October 25, 2016.             $1,800.00

Snow money spent from November 21, 2016 to January 2, 2017.        $27,357.50

Total money spent from October 1, 2016 to January 2, 2017.               $29,157.50

Current snow money bills for this report.

Snowplowing and sanding. January 3, 2017 to January 12, 2017.           $2,650.00

Snowplowing and sanding. January 18, 2017 to January 28, 2017.          $4,231.25

Snowplowing and sanding. February 1, 2017 to February 15, 2017.         $4,356.25

Snowplowing and sanding. February 16, 2017 to February 27, 2017.       $1,524.00

Snowplowing and sanding. March 7, 2017 to March 23, 2017.                    $2,212.50

Total snow money spent from January 3, 2017 to February 27, 2017.                        $14,974.00

*Total snow money billed from November 21, 2016 to March 23, 2017.                      $42,331.50

Road and Snow money billed from October 1, 2016 to February 27, 2017                    $44,131.50

As you can see from the above numbers, Burgess has exceeded the $40,000 yearly cap as per the contract.  The bill from March 7, 2017 to March 23, 2017 currently has not been paid and will be discussed at the Board meeting on March 25, 2017. It should be noted that the five year contract of $200,000, cannot and will not be exceeded. Dave A. will let Burgess know that the billed overage will be held until next year and will be paid if we do not exceed the $40,000 during the season. Dave Arthurs, H.O.L.A Road Commissioner.

5.   Other items: Communications: E mail lists are working well. Redesign website is completed. Please let Millie know of any changes.

Our Treasurer, Jeff Zapolsky and HOLA member Harry Simons met with attorney Paul Mills in Farmington to discuss collection of delinquent assessments and dues.

To collect late fees will require an amendment to the HOLA Constitution & By Laws. This needs to be done at the membership meeting in September.

The motion was made to turn over the delinquent accounts which have not been paid in full for more than one year to the Law firm of Mills and Mills for collection. The motion passed with a unanimous vote of those present. (this will be done by signing a contract with Mills and Mills.)

Road Commissioner’s Report

Our new budget for 2016/2017 started on October 1, 2016.

October 25, 2016, Rick, from M & H, cleaned out most of our culverts that were partially blocked. The culverts were cleaned to prevent runoff from spilling over our roads during the 2017 spring thaw.

We also ditched approximately 80 cubic yards of Winston Road. This was not in the same area as our previous work. The existing ditch was totally filled in most areas, allowing water to run across and down the road.

Between the ditching and culverts approximately 85 cubic yards of dirt was removed. The fill was deposited on the front yard of one of our homeowners. Any homeowner/property owner who is interested in receiving fill from our upcoming spring, summer and fall work, please contact myself or any Road Committee member.

The snow started falling early and often this year and Burgess has been busy keeping our roads clear and safe. Once again, do not call Burgess directly, call me with any questions or concerns and I will follow up with Burgess. This keeps me up to date with all problems.

Road and Snow Money Spent to date:                                                                                                          Ditching Winston Road, culvert cleaning, and trucking out the dirt. $1,800.00                                        Snowplowing and sanding. November 21, 2016 to November 30, 2016 $3,692.50                                December 1, 2016 to December 15, 2016.     $7,233.75                                                                                 Snow plowing and sanding. December 16, 2016 to January 2, 2017. $16,431.2

Total Road and Snow money spent to date:                                                                                         $29,157.50

Due to the large number of snow and ice days, we have spent an unusually large portion of our allotted $40,000 snow plowing budget.  This is a concern this early in the snow plowing season. For this reason, I met with Dave Burgess to discuss a plan for the remaining season. It was agreed that, financially, Burgess cannot continue to plow and sand small amounts of snow on our roads. Burgess will now plow and sand our main roads, and only our main roads, when we receive small amounts of snowfall in the 1” to 3” area. When we receive larger amounts of snow, it will be removed from all roads. For financial prudence, only the main roads, hills and curves, will be sanded. As the winter progresses, we will reevaluate and adjust this plan as needed.

Dave Arthurs                                                                                                                                                                 H.O.L.A.  Road Commissioner

Waterfront Committee Report: Mary-Ellen Moroney advised that the Committee would be assigning slips for ice out and for the summer in the near future.

Nominating Committee: Jeff Munson said that the Committee would have a report at the March meeting.

Other Items: Millie advised that we are now able to update our site as needed, please check it out and bring suggestions for additions or revisions.

The next meeting will be on March 11, 2017 at the Barn at 0900.

Road Committee Report:

OCTOBER 27, 2016

Work performed since last report:

Summit Road, which was a mud bog in the spring was repaired by laying down fabric and covering the fabric with 4 to 5 inches of ¾” crushed shale. Shale was spread with a grader and compacted with a large vibrating roller.

West Elbow: This road previously had no homes built on it and was extremely narrow and washed out. There is now one home on West Elbow and the homeowner called to advise of its poor condition. This road is also very steep and prone to water damage. West Elbow was ditched, graded and widened. Crushed shale was then laid down and compacted with the roller.

Morel Road: Morel was graded and a small amount of crushed shale was laid down around the curve of the roadway. Shale was then compacted with the roller. 270 cubic yards of crushed shale was used to repair these three roads.

Overlook Road: Various sections were graded and areas where material was brought back into the road from the sides were rolled for compaction. The bottom of the road near Rt. 4 was graded and several yards of reclaimed asphalt mix was put down and compacted with the roller.

The Circle: Due to a hump in the road, created by a culvert that pushed up in the center, a small amount of ¾” crushed shale was put down near the intersection of Overlook Road, graded and compacted with roller.

The Loop Road: three sections of the road were graded. Sections where material was brought back onto the road by the grader were also compacted with the roller.

Kendall Farm Trail: A small section near the dead end was washed out. This area also needed to be ditched and have material added to build it up.  Scott from M & H used the grader to dig the ditch. He then graded most of the dirt from the ditch onto the road, crowned it and rolled it. By doing this, he saved us quite a bit of money, as we did not have to build the road up with expensive crushed shale.  ¾” crushed shale was used to complete the repair.

Marion Drive was graded and all material that was brought back onto the road was compacted with the roller.

The Lynn Way was graded and rolled near Rt. 4.

Scott from M & H did a fantastic job with the grader. This grading was not the usual once up and down type of grading. Material from ditches was pulled out and deposited back onto the roads. Multiple passes were made to smooth out this added material and to re-establish a crown on all the roads that he graded. A roller was then used to compact this added material.

This is slightly more expensive but will be worth it in the long run, as you are cleaning out the ditch areas and adding this material back to the roads.

James Carignan was contacted to cut down one tree and trim several more on the north entrance of Overlook Road. Cost was $120.00

Total cost: $8,751.50                                                                    $6,350.20                                                                                                 $120.00                                                                  $15,221.70

Previous amount spent since October 1, 2015:                                                                  $61,352.28

Total:                                                              $76,573.98

Money budgeted for grading but bill never received.                                                                   -$2,400.00

Total money spent for 2015/2016 budget                                                              $74,173.98

I would like to thank the members of the road committee who I depend upon for strategizing on plans for upcoming road work and volunteering to help when needed. There are always volunteers to step in and handle any ongoing projects or problems when I’m occasionally away. I would also like to thank Ed Zambraski for volunteering to repair small problem areas on the Highland’s side with his Kubota. Ed also had signs made up and placed at ATV/ Snowmobile trail entrances into H.O.L.A. These signs state that ATV’s, snowmobiles and dirt bikes are prohibited on H.O.L.A. property. These signs were put up to deter individuals who do not own property in H.O.L.A. from trespassing and digging up our roads. H.O.L.A. homeowners are still allowed to ride from their homes to a trail or a neighbor’s home.

Jeff Zapolsky has been our treasurer for the past year and has also been very helpful to me in my duties as Road Commissioner. He has proven to be very knowledgeable, keeps the records completely up to date and pays our road bills promptly. Jeff has also brought in monies from delinquent accounts by writing numerous letters to the delinquent homeowners/landowners, explaining why their road fees are important to us, and starting court action against others who are seriously delinquent in their payments.

Dave Arthurs

H.O.L.A. Road Commissioner

Ricky DiGiovanni – 42 Winston Road issue. After discussion and photos presented by Ed Z, the Board voted to cover the rocks, in his driveway, with sand or a gravel material.

Waterfront Committee Report:

Waterfront November 12, 2016

I met with our warden, Patrick Egan, and borrowed a screaming pistol.  We tried it out on the geese at the waterfront.  They moved a little down the lake.  The sea gulls took off.  Terry Donovan tried it out during the next week.  We are considering a Bird Buster Pistol for next year.

Terry and Jane Donovan took out the small docks.  Andy Avails came down with his tractor and moved the docks nearer the shore.  My grandson helped.

Ed and Nancy Zambraski cleared brush near the roadway, took down some low branches near the parking, and removed the debris.  Ed also made a new canoe/kayak rack and put in braces to strengthen all of the racks.

The 14’ aluminum boat is back near the canoe/kayak racks.  I put a letter on the boat, which has been removed, and wrote the owner, who had previously registered the boat.  That was Brent Snow, who said he traded in the boat to Larry Koob.  Jonathan, at Oquossoc Marine, was unsuccessful in checking their records to discover the boat’s owner.  The owner called me last fall and removed his boat, but I could not locate his name.  The police chief suggested I call Patrick Egan, the Game Warden.  I have a call into him.

This summer I was told that renter’s from Grand View Highlands were coming to our beach.  I have written to four of the owners and heard back from two of them.  Neither have tenants.

Mary-Ellen Moroney, Harbormaster

Ed Z gave an overview of what to expect in the next HOLA email Communication.

Millie past around an updated Committee member list.

Redesign of HOLA website – The board voted to have the website redesigned so that it can be managed by a member of the Board rather than hiring all the updates completed.

The next meeting will be on January 14, 2017 @ 9 am @ the Barn.
